A határmentesülés folyamata Kelet-Közép-Európában: Magyarország és keleti határainak esete

Absztrakt

A mai világgazdaságban a globalizációs tendenciák, az erőközponti egyensúly változása, a regionális integrációk szerepének felértékelődése, a multinacionális vállalatok jelenléte és a technológiai haladás következtében eltűnő távolságok következtében az államhatárok és a közvetlenül az államhatárokkal érintkező területek is megváltozott helyzetbe kerültek. Ez a jellemvonás különösen igaz arra az európai integrációra – és azon belül Magyarországra –, ahol a korábban országokat, régiókat és gazdaságokat is elválasztó államhatárok oldódása talán már nem is lehetne relevánsabb kérdés. Nem véletlen tehát, hogy az utóbbi időben mind a hazai, mind a külföldi kutatók különböző elméleti megközelítések mentén próbálták a határok átalakulásának és a határ menti területek fejlődésének legfontosabb jellemvonásait bemutatni. Jelen disszertáció is erre a feladata vállalkozott, ugyanis interdiszciplináris, de nagyobb részt közgazdasági megközelítés mentén próbálta a magyarországi, azon belül pedig a keleti határokat érintő határmentesülési folyamatot bemutatni. Ehhez elsőként a tér kutatásában látványos fejlődést magáénak tudható közgazdasági elméleteket kívánta értékelni, és rámutatott, hogy a hagyományos telephelyelmélet, a kereskedelemelmélet és a NEG következtetései nem mutatnak egyirányba, és nem teszik lehetővé a területi folyamatok megértését. Nem szabad tehát elméleti megközelítéseken nyugvó egyoldalú és túlzottan leegyszerűsítő várakozásokat támasztanunk a területi struktúra átalakulásával kapcsolatosan, hiszen több tényező egymásra hatása eredményeképpen alakulnak ki a tényleges területi folyamatok. Ráadásul később, az elméleti keret tesztelésekor a második fejezetben az is felszínre került, hogy nem minden esetben jók a modellek alapfeltételezései, ezáltal a következtetések sem lehetnek minden esetben pontosak. Az esettanulmányokat bemutató rész következtetése az volt, hogy feltétlenül át kell értékelnünk a hazai kontextusban is gyakorta megjelenő túlzott elvárásokat a regionális integrációk határmentesülésben és a határ menti területek fejlődésének katalizálásában betöltött szerepével kapcsolatosan. Az európai esettanulmányból azt is láthattuk továbbá, hogy a határok fizikai és gazdasági korlátozó szerepének leépítéséhez hozzájárulhat ugyan az európai integráció, azonban korántsem biztos, hogy a gazdaság fejlődését is katalizálni tudja a határ menti területek esetében. A disszertáció harmadik részében az empirikus kutatásra került sor. Ehhez elsőként a dolgozat fókuszában álló keleti határmentét mutattam be, a korábban készített empirikus kutatások eredményeinek szintetizálása mellett. Ezt követően igazolni tudtam a határmentesülés jelenségét a Magyarország és a környező országok által alkotott gazdasági térben, majd hazánk közvetlen határai mentén is. Rá tudtam mutatni továbbá, hogy heterogén volt a határok gazdasági értelemben vett szerepének elmosódása, vagyis bizonyos relációkban még mindig erőteljes az államhatárok elválasztó, kirekesztő és korlátozó szerepe. Kiemeltem, hogy az európai integrációban teljes jogú tagságot elnyert országok között is kimutatható a határhatás jelensége, mellyel a gazdasági és az integrációs folyamatok szűk keresztmetszetét tudtam bizonyítani. Voltaképpen ugyanezt a jellemvonást tudtam feltárni a keleti határok mentén is. Az európai uniós tagságot 2007-ben elnyert Románia Magyarországgal alkotott államhatára már érezhetően kisebb mértékben korlátozza a határon átnyúló gazdasági interakciók kibontakozását, mint a schengeni külső határokat jelentő magyar–ukrán határszakasz. Az európai integráció és számos egyéb tényező tehát eddig hozzájárult ahhoz, hogy a magyar–román határszakasz összekötő és a határ menti kapcsolatok kialakítását elősegítő arculatot öltsön. A kiskereskedelmi árakat megjelenítő kutatás teljes egészében igazolni tudta a makroszinten készített és makro adatokat tartalmazó kutatási eredményeket, és rá tudott mutatni a határmentesülés mikroszintű vonatkozásaira is. A kutatási eredményekből azt láthattuk, hogy a közvetlenül a határ menti területen élők környezetében is kimutatható egy gyengébb határhatás, amely azt jelenti, a hogy szűkebben értelmezett határmente esetében jelen van az elválasztás-összekötés kettőssége, az elválasztó szerep azonban némileg gyengébb. A keleti határokat érintő kutatásból tehát azt a következtetést vonhatjuk le, hogy a magyar–román határszakasz elválasztó szerepének számottevő oldódása miatt akár már rövidebb távon is létrejöhet, illetve javulhat a határ menti területek közötti kapcsolattartás, amely elvezethet a határmente intenzív gazdasági fejlődéséhez. Ezzel szemben azonban, a magyar–ukrán határszakaszon feltárt erőteljes határhatás a határon átnyúló kapcsolatokat megterhelő tehetetlenségi nyomatékokról tanúskodik. Ennek tükrében valószínű, hogy az államhatárokat közvetlenül érintő területek egymás által katalizált fejlődése vontatott marad, és még hosszabb távon sem alakul ki egy valóban integrált határtérség. Munkámmal tehát igyekeztem átfogóan értékelni az elmélet és a modellek következtetéseit, számos empirikus tanulmány és két esettanulmány segítségével bemutattam a tényleges területi folyamatokat. Mindemellett a hazai kontextusban elsőként vállalkoztam a határok gazdasági interakciókat korlátozó szerepének számszerűsítésére. Thanks to the all-pervasive globalisation tendencies, the continuous shifts in the power of economic gravity, the increasing role of regional integrations, the presence of multinational companies and disappearing distance led by technological advance, state borders and borderlands have changed quite significantly. This feature is peculiar to the European integration and Hungary as well where the transformation of previously dividing state borders could not be more relevant. Therefore a large number of scholars have turned their attention to the metamorphosis of borders and the development of borderlands in the Hungarian and the world context. This dissertation undertakes the same task since – based on an interdisciplinary approach with economic theory bias – it tries to describe the transformation of borders in Hungary with special emphasis on the eastern borders. First of all, it wanted to evaluate those economic theories which have seen a massive development recently. As a consequence it managed to point to the fact that the traditional location theory, trade theory and the NEG do not give comprehensive and clear-cut answers and do not enable us to fully understand the regional processes. In addition, when testing the theoretical framework it became obvious that the preconditions of the relevant models in some cases are faulty leading to wrong conclusions. The next section, I presented two case studies which called our attention to the fact that we definitely have to revalue those overly optimistic expectations which are so high even in the Hungarian context. Regional integrations are seen a boon as far as their roles in the transformation of borders and catalysing the regional development are concerned. From the European case study it became obvious that the European integration could contribute to the dismantling of borders – in physical and economic terms as well – however its role in boosting the economic development of borderlands is quite unclear. The third part of the dissertation contains the empirical research. First, I introduced the eastern borderlands of Hungary, Ukraine and Romania and later – focusing on the economic development and interactions – I managed to draw some conclusions. Secondly, I could verify the phenomenon of the transforming borders in the economic space of Hungary and the neighbouring countries and along the Hungarian borders as well. Thirdly, I could point to the fact that the fading of borders in economic terms proved to be heterogeneous so in certain relations the isolating, filtering and restricting role of borders is still strong. Later I emphasized that in case of Hungary and other members of the EU the border effect can be detected with which it became clear that there are some bottlenecks in the economic integration processes. The same feature could be determined along the eastern borders of Hungary. The border between Romania – EU member since 2007 – and Hungary is much more permeable in economic and other terms than the Hungarian–Ukrainian border which is on the edge of the external Schengen zone. The European integration and other factors so far have strongly contributed to the fact that the Hungarian–Romanian borderland could trigger the establishment of cross-border interactions. Testing the LOOP could confirm those macro level results which were based on macro data and pointed to the micro scale aspects of the transformation of borders. It turned out that those who live close to the borders are affected by the border effect however, its magnitude is weaker. It means that the isolating effect of borders in economic terms is obvious but less distorting than that at national level. As far as the transformation of the eastern borders is concerned we can draw the following conclusions. Since the Hungarian–Romanian border is becoming more and more permeable so the interactions of the two neighbouring borderlands could become even more frequent in the short run. Later this could lead to the intensive economic development of the border regions. However, the sizeable border effect detected at the Hungarian–Ukrainian border strongly burdens the cross-border interactions. In this light, it is very likely that those positive regional tendencies which could trigger the economic development simply will not take place. So the formation of a highly integrated border region is far over the horizon. All in all, with this dissertation I strived to evaluate the conclusions of theory and models. Later with the help of a number of empirical studies and two case studies I managed to shed some light on the real regional processes. Furthermore, this dissertation is the first which has tried to quantify the role of borders in hindering the expansion of economic interactions between two countries and borderlands.
