As in the countries’ national internal legal system, an international dispute between contracting parties can occur. In this international situation, the first question would be: what the governing law is. In disputes involving several EU countries, answering the question of which country's law is applicable is often a complex and difficult issue. An international dispute can be more costly and lengthy process than a domestic dispute. The conflict of laws, also called private international law, and its categories of contracts and torts concern disputes between individuals from different nations, whereas public international law governs relationships between states. Individual contracts, whether commercial or personal, increasingly contain an international element.
