By this procedure, the Court of Justice of the European Union have the right to give detailed interpretation of the common rules, to give answers to common questions, or sometimes to ask questions form the legislators to be answered in certain circumstances. It is clear from the case-law, that the right to interpret the EU law creates a very strong right to the Court of Justice of the European Union. By giving judgments in preliminary procedures, the Court of Justice has became an extremely effective developer of the EU law.
