Minőségirányítás és akkreditáció a felnőttképzésben

Absztrakt

Értekezésünk központi témája a felnőttképzés minőségbiztosításának, akkreditációjának bemutatása, folyamatának ismertetése, érinti a tágabb témakör neveléstudományi, jogi, közgazdaságtani vonásait, rámutatva ezzel a dolgozat interdiszciplináris voltára. A doktori disszertáció öt nagyobb szakaszra osztható, az első fejezetben alapvető fogalmakat definiálunk, majd a felnőttképzés területének különböző szempontok szerinti osztályozásával foglalkozunk, így értelmezési keretté formáljuk a formális, nem-formális, informális felnőttképzés, valamint az iskolarendszerű és iskolarendszeren kívüli képzés elkülönítését. A második fejezetben a minőség, minőségirányítás témakörét vizsgáljuk, először általánosan, majd konkrétan az oktatás, felnőttképzés felől közelítve a témához. A harmadik fejezet a minőségirányítási, hitelesítési eljárások felnőttképzésben érvényesülő központi folyamatát, az akkreditációt vizsgálja. A fogalmi alapok tisztázása után bemutatjuk, hogyan formálódott hazánkban az akkreditációs tevékenység a kilencvenes évek első felétől kezdődően a köz-, felső- és felnőttoktatás területén, kitérve az akkreditálási folyamatok sajátosságaira, eltéréseire, valamint az állam akkreditációban betöltött eltérő szerepére. Az értekezés negyedik fejezete az empirikus kutatást tartalmazza, az adatgyűjtés az Észak-Alföldi régióban működő, akkreditált felnőttképzési intézmények munkatársaival folytatott, kérdezőbiztos segítségével végzett kérdőívkitöltésen alapul. Külön alfejezetben foglalkozunk az alapsokaság jellemzésével, így vizsgáljuk a felnőttképzési intézmények alapítási- és akkreditálási idejét, jogi formáját, személyi hátterét, finanszírozását, képzési kínálatát, minőségirányítási rendszerének típusát, elsősorban ezek a független változók alakítják a kutatásunkban vizsgált függő változókat. Az empirikus fejezet elemzést tartalmazó alfejezetében részletesen megvizsgáljuk hipotéziseinket, törekedve a meghatározó jelentőségű összefüggések feltárására. Két kiemelt komparatív szempont alapján elemezzük a kérdőívünk kérdéseire adott válaszokat: az Észak-Alföldi régió három megyéjében működő akkreditált felnőttképzési intézmények hasonlóságaira, eltéréseire, valamint a profitorientált, közszolgálati és civil szervezetek jellemzőinek vizsgálatára helyezve a hangsúlyt. Vizsgálatunk keretében annak feltárására vállalkozunk, vajon megfelelően működnek-e a minőségirányítási rendszerek a felnőttképzés viszonyai között, mennyire garantálják ezek az eszközök a képzések minőségét, milyen meghatározó jelentőségű összefüggések fedezhetőek fel ezzel kapcsolatban, milyen problémákat eredményez a jelenlegi helyzet és hogyan lehetne ezeket orvosolni.

The central goal of this dissertation is to present quality control and accreditation in adult education, to discuss the processes involved, considering the broader pedagogical, legal, and economic aspects of the subject matter, through which the interdisciplinary boundaries of the study can be determined. The doctoral dissertation may be divided into five greater sections: the first chapter defines basic terms, then classifies the field of adult education along the lines of different criteria, thus the distinctions between formal, non-formal, and informal as well as institutionalized and non-institutionalized adult educations are given a frame of interpretation. The second chapter studies the field of quality and quality control, first in general, then more directly from the perspective of education and adult education. Chapter three investigates the central process of quality control and certification processes validated in adult education, that is, accreditation. Following the clarification of terminology, I show how accreditation activity has been shaped in Hungary since the early 1990s in public, higher, and adult educations, discussing the special features of and differences between accreditation processes as well as the differing role of the state in accreditation. Chapter four of the dissertation contains the empirical research; accumulation of data was based on the evaluation of surveys managed by an interviewer and containing the responses of employees of accredited adult-education institutions operating in the North Great Plain Region. A distinct subchapter is devoted to the description of population, by which to study the establishment and accreditation time, legal form, personnel background, financing, choice of trainings, of adult education institutions, as well as the types of their quality-control systems—these are the primary independent variables that shape the pending variables in the dissertation. The subchapter of the empirical chapter containing analysis scrutinizes in detail our hypotheses, making an effort to disclose correspondences of determining significance. I analyze the responses to the questions in the questionnaires along two prominent comparative criteria: outlining, on the one hand, the similarities and differences between the accredited adult-education institutions of the three counties of the North Great Plain Region and, on the other, the features of profit-oriented, civil servant, and community organizations. In the framework of this study I undertook to disclose whether quality-control systems operate properly in the environs of adult education, to what extent these tools guarantee the quality of the trainings, what determining correspondences can be found, what problems result from the current situation, and how these could be remedied.
