A fenntartható turizmus vidékfejlesztési összefüggései az Észak-alföldi régió példáján

ÖSSZEFOGLALÁS

Disszertációmban a helyi döntéshozók ismereteit, véleményét, attitűdjeit vizsgáltam a turizmus fenntartható fejlesztésével kapcsolatban az Észak-alföldi turisztikai régió településein. Egyrészt a fenntartható turizmus fogalmára vonatkozó ismereteiket mértem fel, másrészt pedig a fenntartható turizmus különböző aspektusaival: a turizmus lehetséges környezeti, gazdasági és társadalmi-kulturális hatásaival, valamint a stratégiai tervezéssel és a turisták befolyásolásának módszereivel kapcsolatos attitűdjeik megismerésére törekedtem. Az empirikus felmérés elvégzéséhez mindenekelőtt szükségesnek tartottam a fenntartható turizmus fogalmának pontos lehatárolását. Mivel azonban a „fenntartható turizmus” jelentése nem egyértelmű, és a szakirodalomban megfogalmazott leírásai korántsem egybehangzók, kutatásom további területévé a fenntartható turizmus fogalmi megközelítéseivel kapcsolatos tudományos eredmények áttekintése és összefoglalása vált. A hazai és a nemzetközi szakirodalomban publikált fogalmi meghatározások, alapelvek közötti átfedések elsősorban a fenntarthatóság három pilléres megközelítését tükrözik, és a turizmus fő érintettjeinek a szerepére térnek ki. A környezeti, gazdasági, társadalmi érdekek egyensúlyán túl többségükben megemlítik a kormányzati feladatként értelmezhető stratégiai tervezés fontosságát, a turisták elégedettségét, a helyi lakosság életminőségének javítását, és turizmusban érdekelt vállalkozások hosszú távú gazdaságos működését. A fenntarthatósággal szorosan összefügg a teherbíró képesség koncepciója, amely gyakorlati vonatkozásai miatt is különösen fontos. Dolgozatomban a turizmussal összefüggő teherbíró képességre vonatkozó definíciókat tekintettem át, kitértem mérési módszereire, valamint az ezzel kapcsolatos nehézségekre is. Megállapítottam, hogy bár egy desztináció teherbíró képességét egyetlen számmal kifejezni általában nem lehetséges, meghatározhatók azonban olyan küszöbértékek, melyek figyelmeztethetik az érintetteket a beavatkozás szükségességére. Következésképp a teherbíró képesség hasznos eszköz lehet a turizmus tervezésében, fejlesztésében, menedzselésében. A teherbíró képesség meghatározásán túl, a turizmus által okozott környezeti, gazdasági, társadalmi hatások által okozott változások értékeléséhez szükség van a megfelelő indikátorok alkalmazására. A nemzetközi szakirodalomra támaszkodva elemeztem az értékelési módszerek alapelveit, az indikátorok szerepét és kiválasztásuk kritériumait, majd röviden kitértem a magyar kutatók által javasolt értékelési modellekre. Az indikátorok és az értékelési módszerek a turizmuskutatások aktuális tárgyát képezik, ugyanakkor véleményem szerint gyakorlati bevezetésük, alkalmazásuk gátja, ha a helyi döntéshozók nincsenek tudatában a fenntartható turizmus jelentőségének. A fenntartható turizmus fogalmának feltérképezése, a gyakorlati megvalósítás két eszközének, a teherbíró képességnek és az indikátoroknak az áttekintése után a turizmus fő érintettjeinek – a helyi lakosság, a turisták, a turizmusban érdekelt vállalkozások, és a kormányzat – a turizmus fenntartható fejlesztésében betöltött szerepét foglaltam össze, különös tekintettel a helyi döntéshozók szempontjaira. Összefoglaló ábrában jelenítettem meg a helyi szintű kormányzat feladatait és eszközeit a fenntartható turizmusfejlesztés terén, amely iránymutatásul szolgálhat a helyi döntéshozók számára. Az elméleti háttér feldolgozását követően empirikus kutatásom eredményét, az Észak-alföldi régió helyi döntéshozóinak fenntartható turizmussal kapcsolatos attitűdjeit mutattam be. Megállapítottam, hogy a hogy a helyi döntéshozók többsége nem ismeri, vagy nem helyesen ismeri a fenntartható turizmus fogalmát. Legtöbben a gazdasági fenntarthatósággal azonosították a koncepciót, a természeti környezet megóvását nem tartották elsődlegesnek. A helyi döntéshozók véleményét és attitűdjeit vizsgáló kérdések eredményei szerint azonban – bár a természeti környezet fontossága nem elég hangsúlyos, és a közvetlen gazdasági érdekek előnyt élveznek a döntéshozók felfogásában – összességében mégis a fenntarthatóságnak főbb vonalakban megfelelő attitűdöket tanúsítanak, így például a társadalmi tőke elemeinek nagy jelentőséget tulajdonítanak, a helyi közösségek összefogását, részvételét a döntéshozatalban fontosnak tartják, a turizmus fejlesztésével nem kívánnak kiszorítani más gazdasági ágakat. A fenntarthatóság irányába történő elmozdulás érdekében a helyi döntéshozók számára képzési programot javasoltam egyrészt a fenntartható turizmusfejlesztés koncepciójára, annak gyakorlati aspektusaira, másrészt a helyi szintű kormányzat feladataira és eszközeire vonatkozóan. In my dissertation I investigated the local decision-makers’ knowledge level, opinions and attitudes towards sustainable tourism in the North-Great Plain region of Hungary. On the one hand I surveyed their knowledge about the concept of sustainable tourism development. On the other hand I intended to analyse their attitudes towards the various aspects of sustainable tourism: the possible environmental, economic and social impacts of tourism, as well as strategic planning and the methods to influence tourists’ behaviour. In order to carry out the empirical investigation, first of all, I found it necessary to define the concept of ’sustainable tourism’. However, the meaning of ’sustainable tourism’ is ambiguous and its definitions are not equivocal in the scientific literature, therefore I reviewed and summarized the findings about the conceptual approaches to sustainable tourism. Most of the conceptual definitions published in the Hungarian and international scientific literature reflect the three-pillar approach to sustainability, and mention the roles of the stakeholders in reaching sustainability. Besides the balance of the environmental, economic and social interests, the importance of strategic planning, the satisfatory experience of tourists, the improvement in the local community’s quality of life and the long term economical operation of the tourism industry are often cited in the definitions. The concept of ’carrying capacity’ is closely connected to sustainability, which is highly important because of its practical implications. In my dissertation I reviewed the definitions of carrying capacity, analysed its assessment procedures, as well as the difficulties regarding it. I concluded that the carrying capacity of a destination can usually not be expressed in terms of an exact number, however there are certain benchmarks that may warn the stakeholders that intervention is needed. Consequently, the carrying capacity may be a useful tool in the planning, development and management of tourism. Furthermore, it is important to select the suitable indicators not only to define the carrying capacity of a destination but also to assess the environmental, economic and social changes caused by tourism. Based on the international literature I analysed the principles of the assessment methods, the roles of the indicators and the criteria for their selection. In addition to that, I briefly reviewed the assessment models suggested by Hungarian researchers. Indicators and assessment methods are currently in the focus of tourism research. At the same time, in my opinion, their practical application is hindered by the fact that the local decision-makers are not aware of the significance of sustainable tourism. After reviewing the concepts of sustainable tourism, and the two main instruments of its practical implementation: carrying capacity and indicators, I summarized the role of the tourism stakeholders (the local community, tourists, the tourism industry and the government) in sustainable tourism development, with special emphasis on the local decision-makers. I presented the tasks and instruments of the local governments in sustainable tourism development, which may serve as a guide for local decision-makers. After exploring the theoretical background I turned to the findings of my emprical investigation that is the local decision-makers’ attitudes towards sustainable tourism development in the North-Great Plain region. I concluded that the majority of the local decision do not know, or misinterpret the concept of sustainable tourism. Most of the respondents identify the concept with economic sustainability, instead of giving priority to environmental interests. However, according to the results of the survey on the opinions and attitudes of the local decision-makers – although the importance of the natural environment is not emphasized and the direct economic benefits seem to be in the foreground – on the whole, the local decision-makers show positive attitudes towards several aspects of sustainable tourism. For instance, the importance of social capital is highlighted, the participation and cooperation of the stakeholders is recognized, and other economic sectors are not neglected because of tourism development. In order to make progress towards sustainability I proposed a training programme for local decision-makers regarding the concept and practical aspects of sustainable tourism development, as well as the tasks and instruments of local governments.
