dc.description.abstractDolgozatom tárgya az egyházak finanszírozásának bemutatása pénzügyi jogi aspektusból. A vallási közösségek finanszírozásának kérdése aktuális, jelentős érdeklődésre számot tartó téma. Az egyházak társadalomban betöltött szerepe, közéleti tevékenysége a rendszerváltás óta folyamatosan változik, emellett pedig a finanszírozásuk is állandó átalakuláson megy keresztül. A tudományos kutatásokban az állami szerepek újraértékelésével párhuzamosan előkerül a közcélú tevékenységet végző közösségi szerveződések funkcióinak az értelmezése, így a civil szervezetek és az egyházak feladatai is. A közpénzügyek aspektusából a vizsgálódások arra keresik a választ, hogy ezen nem-kormányzati instrumentumoknak a működését milyen módon segíti elő az állam a pénzügyi szabályozókon keresztül. Hogyan, milyen feltételekkel és csatornákon keresztül alakítja ki velük a kapcsolatot az állam? Az állam és az egyházak közötti viszonyrendszer különösen érzékeny terület, egyrészt amiatt, hogy az állam alkotmányos berendezkedése különböző módon viszonyul az egyházakhoz, másrészt pedig hogy miként érvényesül az adott államban a lelkiismereti- és vallásszabadság joga, annak intézményi és alanyi oldala. Többek között ebből adódik, hogy az egyházak finanszírozása a költségvetési döntési ciklusok egyik legforróbb és legvitatottabb területe. Az egyházaknak nyújtott költségvetési támogatások a mindenkori aktuálpolitikának állandó és érzékeny területe, ami a szabályozásban vagy szabályozási kísérletekben is megnyilvánul. The topic of my dissertation was the presentation of the financing of churches from financial legal aspects. The issue of financing the religious communities is a current topic the public is increasingly interested in. The churches' role in the society, their public activities have constantly changed since the change of the political system, moreover, their financing is undergoing a permanent transformation. In the scientific researches, in parallel to the re-evaluation of the state's role, the interpretation of the functions of the community organizations performing non-profit activities, such as the tasks of civil unions and churches, comes to the fore. From the aspect of public finances, the investigations seek answers to the questions how the state facilitates the operation of these non-governmental instruments through financial regulators. How, and under what conditions and through which channels the state forms relations with them? The system of relations between the state and the churches is a particularly sensitive area, partly due to the fact that the state’s constitutional arrangement relates to the churches in different ways, and the way the right to conscience and religious liberty, its institutional and subjective side prevail in a given state, on the other hand. Hence, the result is that, inter alia, the financing of churches is one of the hottest and most controversial areas of the budgetary decision-making cycles. The budgetary grant given to the churches is always a sensitive area of the respective current politics, which is reflected in the regulations or in the regulatory attempts, as well.hu_HU
