Development of an Online Consultation Management Portal for HIV Patients: An Approach to Reducing Stigma and Improving Treatment Adherence in Angola

Abstract

This thesis addresses the critical challenge of HIV treatment adherence in Angola, where stigma, discrimination and accessibility remain significant barriers. The research focuses on the design and implementation of a telemedicine web portal specifically tailored to provide confidential consultation management. Developed with modern technologies like Blazor WebAssembly and ASP.NET Core, the portal ensures secure and convenient access for patients in Benguela Province. By digitizing the appointment booking and scheduling process, the system aims to mitigate social discrimination and reduce HIV-related mortality rates. Ultimately, this work demonstrates how specialized IT solutions can strengthen public health infrastructure.
