dc.description.abstract	A romániai felsőoktatás helyzetének vátozásai többsíkúak, hiszen egyrészt a kommunista rendszer bukását követően alapveőten új struktúrák meghonosítására volt szükség, és többféle igénynek kellett megfelelniük a reformoknak,melyek közül talán a két leglényegesebb, a nyugatias típusú, ideológia-mentes, teljesítményorientált oktatási irányok kijelölélse, valamint a romániai másfél milliós lélekszámú magyarság oktatáspolitikai helyzetének rendezése volt. A két célkitűzés természetesen szoros összefüggésben állt egymással, ám a dolgozat kisérletet tesz ezeket önmaguktól függetlenül, noha a két dimenzió kölcsönhatásait nem figyelmen kívül hagyva. A disszertáció , a szakiroladlmi feldolgozás mellett alapvetően két forrás-pillérre támaszkodik. Egyrészt igyekszik a politikai cselevkők, a pártok és intézmények szempontjából vizsgálni a változásokat, úgy a kívánt, deklarált szándék, mint a végül megvalósított, foganasított intézkedések tekintetében, külön hangsúlyt fektetve a Románai Magyarok Demokratikusz Szövetsége által követett priorításokra. Emellett, hangsúly helyeződik egyfajta komparatív elemzésre, melyben a szerző egyrészt nyugati oktatáspolitikai mintákkal, másrészt a Romániával szomszédos és hasonló tranzición átesett államok hasonló célkítűzéseihez és szakpolitikai megoldásokkal igyekszik összevetni a Romániában történt felsőoktatás-politikai változásokat. A dolgozat végére érve az olvasó átfogó képet kap a román felsőoktatás-politika sajátosságairól, azon belül is a romániai magyarság oktatás-politikai helyzetéről, a még fennálló kihívásokról, strukturális-akadályokról, valamint az eddig elért eredmények irányáról. Nem csak azért tekinthető sok szempontból hiánypótlónak ezen munka, mivel egy bő évtized szakpolitikai történéseit igyekszik szakmai igényességgel elemezni, hanem azért is, mivel átfogó képet ad a romániai magyarásg identításmegőrzésének egyik legfontosabb eszköze, az anyanyelvi oktatás, illetve a kisebbségi szempontokat figyelembe vevő oktatáspolitka helyzetének alakulásáról is The changes in the situation of the romanian education policy are complex, because after the collapse of the communist political system, there was a need for setting up brand new structures, and all the reforms made had to serve two major aims, from among which the two most importants were the adaptation to the „western-type” , ideologically independent educational systems, and the handling of the special needs of the hungarian minority living in the counrty in the field of the educational-policy. The two purposes were of course tightly connected to each-other, but the dissertation tries to analyse them independently, being aware of course of the interactions of the two objectives. Beyond the the process of the relevant and available special literature, the dissertation has two major sources. One one hand, it tries to collect and analise the changes from the point of view of the political actors,parties and institutions, focusing on the declared goals of these and on the final achievments, and on the other hand, it focuses on the priorities followed by the RMDSZ (Ally of the Hungarians from Romania). Beyond these, tha author makes an effort to use a certain comparative-analyse, comparig the romanian epolicies to the efforts made on this field in the western countries, and to the models followed by the countries surrounding Romania, which went through similar ways of transition after the collapses of their former establishements. Reading through the dissertation, one can get a comprehensive image of the peculiarities of the romanian educational-policies, including the situation of the local hungarians, the still actual challenges, about the structural handicaps, and about the direction of the so far realized achievements. The dissertation offers new perspectives, not only because it analyses ambitiously the major changes in this field of a large decade, but also because it offers a complax image on the situation of the hungarians living in Romania, especially analysing the perspectives of such an educational-educational policy concept, that would be favourable for them, possibly having a major contribution to the maintainence of their cultural identity.	en
