dc.description.abstractA dolgozat arra keresi a választ, hogy – a jegyeinek többségében zárt közszolgálatot mintázó magyar köztisztviselői rendszerben – a személyzeti politika előzőekben nevesített elemei léteznek-e, hosszú távra vonatkozóan hatnak és működnek-e. Az értekezés a közigazgatási személyzeti politika, humánstratégia hazai belső folyamatait, s e humánstratégiát érő külső hatásokat tárgyalja; választ keresvén arra, hogy létezik-e Magyarországon egységes, egy irányba mutató személyzeti politika a közigazgatásban. The dissertation surveys whether the aforementioned elements of personnel policy exist within the Hungarian system of civil servants, which is more or less a career-like system on its characteristics, whether they have a long-term effect and if they function well. The dissertation examines the internal processes of personnel policy and human resource strategy of public administration in Hungary, as well as the external impacts having an effect on human resource strategy, looking for an answer to the question if there exists a uniform personnel policy in Hungarian public administration pointing towards the same direction.hu_HU
