Whether we realize it or not, we continuously depends on public administration, and so will it be all our life and probably in the life of the coming generations. As seen and constantly read in the news, Topics, such as privatization or the extent of corruption are subjects of heated debates. Moreover, in any developed country, more and more public administrators are hired and in many towns public sector organizations are often the only employers. Because of its importance and changes that have already taken place in public administrative systems in the last decades, interest in it is gradually growing. Public administration is known to be in place to satisfy public need. They are therefore subject to three main principles namely: • Equitable function: Every form of discrimination based on foreign consideration is condemned by this principle. This rule implies equitability to all public service users regarding either rights or obligations. • Effectiveness in their operation: services must be rendered effectively in regard of juridical development, technological evolution, and according to circumstances and users needs. • And ensuring a continuous operation: measures to ensure regular and continuous operation public services must be taken. The objective of this research concerning the Public Administration is to give an insight of what the United Kingdom civil service is all about. The United Kingdom has no written law that governs it public administration. This is due to the main fact that the country itself has no codified constitution.
