dc.description.abstract	Értekezésemben a korai Kádár-korszak politikai rendőrségének pártirányítását, a formális szabályozást vizsgáltam, azt elemeztem, hogy az állampárt milyen vezetési módszerekkel és eszközökkel irányította az állambiztonsági szervek működését. Arra kerestem a választ, hogy milyen változások történtek a kádári megtorlás és konszolidáció időszakában a Magyar Szocialista Munkáspárt és a politikai rendőrség szervei közötti viszonyrendszerben. A hatalmi aspektusból történő megközelítés miatt elsősorban a formális szabályozási struktúrák elemezésére összpontosítottam, ugyanis az 1953-tól Magyarországon is meginduló desztalinizációs folyamatok egyik eredményeként – a korábbi Rákosi-féle informális irányítási módszer helyett – a pártvezetés formális módon is szabályozni kívánta az államvédelmi szervek pártirányításának- és ellenőrzésének mechanizmusait. A téma szempontjából elengedhetetlennek tartottam a párt és a magyar államvédelmi/állambiztonsági szervek szervezeti átalakulásainak a bemutatását, továbbá az állampárt működési, döntéshozatali mechanizmusának az elemzését, a párt vezető testületeinek és osztályainak szerepét a párt politikai irányvonalának kidolgozásában, különös tekintettel a politikai rendőrségre vonatkozó döntések meghozatalában. A pártirányítás fogalmának meghatározásán kívül elemeztem a politikai rendőrség formális – a párt szervei által történő – koordinálásának összetevőit is. Ezek egy különböző hatásirányú, de azonos célorientáltságú, több elemből álló szabályozási struktúrát rajzoltak ki, amelynek egyetlen feladata volt: biztosítani, hogy az állambiztonsági szervek a párt irányvonalának megfelelően tevékenykedjenek. Az irányítás és ellenőrzés eszközei voltak: a párt vezető testületeinek határozatai, valamint a politikai rendőrség és az MSZMP területi pártszervezeteinek tevékenységi körébe tartozó egyéb módszerek is. Ezek a parancsnokok beszámoltatása, a (párt)fegyelmi hatáskör, a pártvezetés felé történő tájékoztatási kötelezettség, a személyi ügyek rendszere, a hatásköri listák voltak. Az olyan garanciális elemek kialakítása, amelyek határok közé szorították a politikai rendőrséget a pártfunkcionáriusokkal szemben történő intézkedéseik során, szintén a pártkontrollt erősítették. A politikai rendőrség nem volt „állam az államban”, a pártvezetés fokozatosan egyre jobban uralta az államhatalom, köztük az állambiztonsági szerveket is. A pártirányítást- és ellenőrzést a pártállami diktatúra igényei szerint fogalmazták meg, ezért a pártirányítás nemcsak elméleti, hanem konkrét gyakorlati ügyekre is kiterjedt. In my dissertation I tried to analyze the party direction of the secret police in the early phase of the Kádár regime in Hungary. I examined the formal regulation and I tried to point out through which means and direction methods the state party controlled the operation of the state security agencies. I tried to point out the nature of the changes that occurred in the relationship between the Hungarian Socialist Workers’ Party (MSZMP) and the organs of the secret police in the period of the retaliation and consolidation of the Kádár regime. Due to the approach from the aspect of the power, I focused on the analysis of the formal structures since – as a result of the de-Stalinization process in Hungary beginning in 1953 – the party direction intended to regulate the mechanisms of the party direction and control of the state security agencies in a formal way. From the point of view of the topic it was indispensable to present the organizational changes of the Hungarian state security/protection agencies. It was also important to analyze the operational and decision making mechanisms of the state party, as well as the role of the leading bodies and departments of the Party in the elaboration of the political strategy of the Party, paying a special attention to the decisions concerning the secret police. Besides the determination of the notion of the party direction, I analyzed the components of the formal direction (which means the direction by the organs of the Party) of the secret police as well. These components outlined a complex regulation structure which had various effects, but always the same goal. The ultimate task of the regulation was to assure that the state security organs function according to the main strategy of the Party. The means of the direction and control were the followings: the regulations of the leading bodies of the Party; other methods belonging to the activities of the secret police and the regional organs of MSZMP. Among these methods we can find the mandatory report of the commanders, the (party) discipline power, the mandatory information to the leadership of the Party, the system of the personal affairs and the lists of power. The establishment of the elements of guarantee that restricted the power of the secret police while acting against party officials also strengthened the control exercised by the Party. The secret police was not a “state in the state.” The party leadership gradually expanded its power over the state power, including the state security agencies. The strategy of the party direction and the party control was developed according to the needs of the state party dictatorship. Therefore, the party direction included not only theoretical, but practical issues as well.	hu_HU
