As in the countries’ national internal legal system, an international dispute between contracting parties can occur. In this international situation, the first question would be: what the governing law is. In disputes involving several EU countries, answering the question of which country's law is applicable is often a complex and difficult issue. An international dispute can be more costly and lengthy process than a domestic dispute.
