Szervezetfejlesztés és vezetési funkciók összefüggésének vizsgálata egy konkrét államigazgatási szervnél

A témaválasztást saját munkahelyi környezetem kínálta, mivel az elmúlt 10 évben a rendőrség több alkalommal feladatkörét és szervezetét érintő változásokat élt át. Az elmúlt évtizedekben, különösen az EU csatlakozás idején a magyar rendőrségnek jelentős kihívásoknak kellett megfelelnie. A rendszerváltozás és az uniós csatlakozás következtében a rendőrség szervezete változásokon, átalakulásokon ment keresztül. A feladatokat, a technikát, a rendszerbeli változásokat csak úgy lehet hatékonyan megvalósítani, ha a szervezet és azon belül a szervezet tagjai, a vezetők és az állomány egésze értékrendi, kulturális változása is bekövetkezik, szinkronba kerül. Kutatásommal ennek a folyamatnak a bemutatására vállalkoztam, amelyet az Ihrig Károly Doktori Iskola szakmai felügyeletével végeztem. A szervezet fejlesztésének és a szervezet folyamatos változásának a megismerését összekapcsoltam a vezetési funkciók átalakulásának a kutatásával is. Kutatásom során három primer felmérést végeztem, mely három fejlesztési irányzatként fogható fel:

  • az első az uniós csatlakozás előtti, melyre 2003-ban került sor (Rendőrségi Kiválósági Modell RKM szerinti szervezeti önértékelés); Ennek kapcsán dolgoztam ki társammal az újításként elfogadott módszert, a humánerőforrás racionalizálási programot.
  • a második az uniós tagság utáni, melyet 2008-ban végeztem el (Kárpátok Eurorégiós modellprojekt); A projektben a Kárpátok Eurorégióban elhelyezkedő országokon (Magyarország, Románia, Ukrajna, Szlovákia) kívül Hollandia és Lengyelország rendőri és határőr szervezetei vettek részt.
  • és a harmadik, az integráció utáni kontrollvizsgálat, mely az előző két felmérés hatásait összegezte egy közös szervezetfejlesztési felmérés során. Mindhárom felmérésben koordináló, irányító szerepem volt, valamint a két utóbbi vizsgálatot teljesen önállóan, saját kutatási tervvel és kérdőívvel végeztem el, és az ismert kutatási technikák mellett saját módszereket fejlesztettem ki és alkalmaztam. Kutatásaim azt támasztották alá, hogy a változtatási kényszerhelyzetben, illetve a szervezeti működés javítása esetén nem csak egyféle jó megoldás létezik, hanem az adott szituáció dönti el, milyen menedzsment eszközökkel kell élnie a szervezetnek. A kontingencia elméletnek a közszférában való alkalmazása során szükségszerű mind a szervezetet, mind a vezetési stílusokat változtatni, kombinálni. A rendőrség struktúráját, szakfeladatainak szervezési szintjét jogszabályok határozzák meg, azonban a rendőri vezetőknek rendelkezésükre állnak olyan lehetőségek, amelyek segítségével felkészülhetnek a környezeti változásokra, hatékonyabban felhasználhatják beosztottjaik képességeit, élen járhatnak az újszerű ötletek támogatásában, ezáltal a szervezet fejlesztését segítik elő, és a szolgáltatás színvonala javítható. A rendőrség feladata örök: oltalmazza az életet, a testi épséget, segít a bajba jutottakon, őrzi a köz- és vagyonbiztonságot, valamint a közlekedés rendjét, azaz „Szolgálunk és védünk”, de ez hatósági és igazgatási feladat, amelyhez a szervezetnek és a vezetésnek a relevanciája szükséges. Mindhárom felmérés során megfogalmazódott a lineáris-funkcionális szervezet átalakításának igénye, mely alapján feltételezem, hogy lehetséges egy új típusú szervezet-átalakítás. Kutatásom új eredményeként kidolgoztam egy lineáris-funkcionális és részben divizionális felépítést, amelybe a hagyományos rendőri tevékenység mellett integrálódhatnak az igazgatási és uniós feladatok is. Ugyanakkor megjegyzem, hogy ez a struktúra további fejlesztésre lenne alkalmas, például a más területen gyakran alkalmazott mátrix szervezetté, de a rendőrség hagyományai, fegyveres testületi kultúrája csak kisebb lépésekben történő átalakítást tud elviselni. Az általam ajánlott funkcionális- divizionalista szervezet vezetési modellje éppen ezért a fokozatos átalakítás módját, és a jelen helyzetben optimalizálható működést kívánja szolgálni.

The selection of the topic was inspired by my own place of work, since the police force has undergone several organizational changes over the past 10 years. In the past decades, particularly in the period of Hungary’s accession into the EU, Hungarian police was supposed to meet major challenges. The structure of the police force had to be transformed and renewed as a consequence of the change of the political system and the nation’s accession into the European Union. It is only possible to effectively implement the changes affecting the mission, technology and organization if the values and culture of the organization itself and those of its members, the leaders and the staff, the entire personnel follow the changes and remain synchronous with the processes. In my research, carried out under the professional supervision of ”Károly Ihrig” Doctoral School, I intended to describe the processes mentioned above. I combined learning new information about the constant changes and development of an organization with the studying the changes in the governance functions of the organization. In the course of my research I conducted three primary surveys that may also be interpreted as three directions of development:

  • the first survey took place in 2003, before Hungary’s accession into the Union (organizational self-evaluation for the Police Excellent Model); As a part of this survey, I produced, in cooperation with my partner, a human resource development rationalization programme that was accepted as an innovation.
  • the second was conducted after the accession, in 2008 (Carpathians Euro-Region Model Project); The police forces and border guard of the Netherlands and Poland were involved in the project, in addition to the member states of the Carpathian Euro-Region (Hungary, Romania, the Ukraine and Slovakia).
  • the third one was a control survey, summarizing the results of the previous two research projects in a joint survey of organization development. I had the opportunity to play a leading and coordinating role in all the three surveys. I conducted the second and third survey independently, with my own researh plan and inventory and I used traditional research techniques as well as those that I developed myself. My research findings demonstrated that in need of change, there is not only one possible good solution, and the means of governance the leadership of the organization chooses largely depend on the specific situation. When the theory of contingence is used in the civil service, it is necessary to combine both different forms of organization and different styles of management. The structure and the levels of organization of the police force are governed by the law, but the police leaders have a choice of means that they may use to prepare for an react to changes in the environment. In this way they may utilize the skills of their subordinates, and they may play a pioneering role in the implementation of new ideas, thus promoting the development of their organization and the improvement of the services they provide. The tasks of the police are eternal: to protect human life, to help those in distress, to protect private and public property, to protect the order of traffic; that is, ”To serve and to protect.” In order to meet these responsibilities, however, the relevance of the organizational structure and leadership is required. At all three surveys the need for the transformation of the linear-functional organization of the police force emerged. I therefore assumed that it is possible to create a new structure. As a result of my research, I developed a linear-functional, and partly divisional organizational model that integrates, in addition to the traditional police activities, the new tasks created by our membership in the EU and the tasks of the police force as a service provider. I would also léike to point out that the new structure is suitable for firther development, into a matrix system often used elsewhere, though the traditions and structure of the police force is only able to accept slow and gradual transformation. The governance model of the functional-divisional organization I recommend is tailored to the implementation of the slow and gradual change, and the optimum operation under the present circumstances.
