dc.description.abstractA 2005-ben elfogadott Országos Területfejlesztési Koncepció (OTK) rögzíti a pólusvárosokat, amelyek Debrecen, Győr, Miskolc, Pécs és Szeged önállóan, Székesfehérvár és Veszprém fejlesztési társközpontokként. Az OTK a fejlesztési pólusok dinamikus fejlesztésének lényegét az alábbiakban jelöli meg: „Annak érdekében, hogy a fejlődés ne korlátozódjon a főváros térségére, oldódjon a Budapest-központú térszerkezet, ezáltal a társadalom és gazdaság hatékonyabb és fenntarthatóbb működése váljon lehetővé, szükség van az ország egészének versenyképessé válását katalizáló pólusokra, melyek egy harmonikus, policentrikus együttműködő városhálózati rendszer szerves elemei.” A dolgozat célja annak megállapítása, hogy a pólusvárosok képesek-e ellátni funkciójukat és ténylegesen ellensúlyozni Budapest domináns szerepét.In line with the guidelines in the National Action Programme the development of an innovative, knowledge-base economy is made possible – primarily along the regionally concentrated development poles (Győr, Pécs, Szeged, Debrecen, Miskolc and Székesfehérvár-Veszprém axis) defined by the Parliament Resolution 97/2005. (XII.25.) on the Hungarian Regional Development Concept (HRDC) - with the support of the business oriented technology developments of enterprises with a higher risk of return as well as with the promotion of the research co-operation between universities, research institutes and enterprises for innovation purposes. This – together with the provision of a suitable research infrastructure, and by promoting entering the domestic and international markets - is an important tool to individually develop and adapt competitive technologies and to utilise results. This requires that the development of innovation and financial services, the provision of seed capital for start-up, innovative (spin-off) enterprises, and the establishment and operation of technological incubator services are supported. The main goal of the analysis is to establish whether the development poles are able to counterweight the dominant role of Budapest.en
