A megváltozott munkaképességű munkavállalók foglalkoztatásának vizsgálata az Észak-Alföld Régióban működő akkreditált szervezetek körében

Kutatási témám a megváltozott munkaképességű emberek munkaerőpiaci helyzetének vizsgálata az Észak-Alföld Régióban. Áttekintettem a foglalkoztatás helyzetét az Európai Unióban és Magyarországon; a témához kapcsolódó szóhasználatot, a rehabilitáció témakörét. A megváltozott munkaképességű személyek hazai foglalkoztatási rendszerét, az egészségkárosodás elbírálását, és jogszabályi hátteret is bemutattam. Leírtam a munkanélküliség hosszú távú hatásait, a „humán erőforrás” speciális tulajdonságait, áttekintettem a foglalkoztatási ösztönzőiket. Saját kutatásaimban 110 akkreditált munkáltatót, és 1030 fő megváltozott munkaképességű munkavállalót kérdeztem meg kérdőívvel; valamint ausztriai esettanulmányt készítettem. Szekunder forrásként a KSH adatait elemeztem. A KSH adatok vizsgálata során egy képlékeny, de stabilizálódni látszó rendszer képét kaptuk. Adatbázisom elemzésével vizsgáltam a rehabilitációs hozzájárulás hatását a munkavállalók helyzetére, valamint, hogy visszatérnének-e nem akkreditált munkahelyre. Megállapítom, hogy a jó kereseti lehetőség és a megélhetés fontos tényező a munkavállalónak, a szakmai fejlődés azonban kevésbé; valamint, hogy visszatérnének nem akkreditált munkahelyre, tehát meg kell adni a lehetőséget a nem akkreditált munkahelyre történő visszatérésre. Megvizsgáltam a munkáltatók oldaláról, hogy mikor gazdaságos megváltozott munkaképességű munkavállaló foglalkoztatása, illetve lojális-e a munkavállalóival. Nem akkreditált szervezet esetében foglalkoztatásuk 4 órás részmunkaidős foglalkoztatás esetén „éri meg”. Akkreditált keretek között történő foglalkoztatás esetén akkor jövedelmező a foglalkoztatásuk, ha nem, vagy csak kis összeget kell költeni az akadálymentesítésre. A lojalitás elemei közül a munkába járás segítése, és a lelki-mentális rehabilitáció jelent meg. A véglegesítés, a korábbi nyílt piaci tapasztalat, és a munkaképesség-csökkenés foka befolyásolják, hogy milyen eséllyel találnak a dolgozók munkát; valamint a munka nélkül töltött idő függ az egészségkárosodás mértékétől, a végzettségtől, és az életkortól, a település viszont kevésbé befolyásoló tényező. A kapott munkabér sem függ egyértelműen az egészségkárosodás mértékétől. Az ausztriai esettanulmány alapján javaslom a rehabilitációs hozzájárulás „sávossá” tételét, a „szociális franchise” rendszer kiépítését. Az érdekvédelmi szervezetek sokrétű tevékenységét, valamint „ismeretterjesztő” rendezvények szervezését követendő példának tartom. Vizsgálataim eredményeként meghatároztam egy összefoglaló modellt, mely tartalmazza a megváltozott munkaképességű emberek és munkáltatóik munkapiaci helyzetére ható tényezőket, meghatároztam a már kutatott részterületeket, az általam vizsgált területeket, a vizsgálatlan területek által új kutatási irányokat tudtam kijelölni. My research topic is the examination of the labour market conditions of disabled workers in the North Great Plain Region. I surveyed the employment situation, the related terminology and the topic of rehabilitation in the European Union and in Hungary. Furthermore, I described the Hungarian employment system of disabled workers, the classification of health impairment and the related legal background. I concluded to the long-term impact of unemployment and outlined the special characteristics of “human resources”, as well as the main employment incentives. I carried out a questionnaire survey among 110 accredited employers and 1030 disabled workers and I also performed an Austrian case study. As a secondary source, I analysed the data of the Hungarian Central Statistical Office (HCSO). The analysis of HCSO data resulted in a still flexible system which is becoming increasingly stable. I performed an analysis on my database to examine the impact of rehabilitation allowance on the situation of employees and on whether they would return to a non-accredited workplace. I concluded that proper income and subsistence are important factors for employees, while professional advancement is less significant. Also, they would return to a non-accredited workplace; therefore, they should be given the chance to do so. I examined the aspects of employers in terms of when it is economically viable to employ disabled workers and whether they are loyal to their employees. As regards non-accredited organisations, disabled workers are “worth” being employed part time (4 hours per day). In the case of accredited organisations, the employment of disabled workers is profitable only if accessibility can be established at little or no cost. Helping workers in getting to the workplace and mental rehabilitation are the most important loyalty elements. The confirmation of permanent disability, previous open market experience and the extent of disability influence disabled people’s chances of finding jobs; also, the amount of time spent unemployed depends on the extent of health impairment, educational level and age, while settlement type is a less influential factor. Furthermore, age does not directly depend on the extent of health impairment either. Based on the Austrian case study, I recommend to establish different categories of rehabilitation allowance and to build up a “social franchise” system. I consider the manifold activity of employee organisations and the organising of “informative” programs to be examples to follow. As a result of my analyses, I determined a summarised model which involves the factors that are influential to the labour market situation of disabled workers and their employers. Furthermore, I identified the partial areas already researched and the fields examined by me and I designated new research directions based on the still unexamined areas.
